consistent default value for endpoint_type for all services

Currently the services - compute, image, network, object-storage, orchestration, volume have default endpoint_type as publicURL except for keystone whose v3_endpoint_type is adminURL

To make the default values consistent across the services, the default value for v3_endpoint_type should be publicURL.

This is a suggestion rather than a bug.

    Deprecate default value for v3_endpoint_type

    To make endpoint_type default values consistent across services,
    keystone v3_endpoint_type default value is deprecated in Pike and
    will be changed to publicURL in next release
