Keystone v3 extension os-ep-filter api testcases and client

There are no testcases covering apis for v3/os-ep-filter apis which provides creation/deletion of custom catalog based on the project scope.
This is the API - /v3/OS-EP-FILTER/endpoints/{endpoint_id}/projects for which the testcases are missing.
