Option to run live migration tests in a specific availability zone

Bug Description

In the OpenStack deployment at my company, we have one availability zone with hosts that use shared storage and another one with hosts that don't. We'd like to be able to restrict live block migration tests to hosts in the non-shared-storage availability zone.

The attached patch adds two configuration options in the [compute] group: live_migration_src_availability_zone and live_migration_dest_availability_zone. When they're non-empty, live migration tests will use hosts from these availability zones.
