    Fix README

    The oslo config-generator-tempest.conf location is defined
    as still being:

    'etc/config-generator.tempest.conf'

    But after the changes made in tempest-run-cmd bp the location
    changed to:

    'tempest/cmd/config-generator.tempest.conf'.
