Test for watchdog related feature is missing

Bug Description

Watchdog device can be configured to automatically restart the instance when the guest OS hangs/crashes (https://wiki.openstack.org/wiki/LibvirtWatchdog).
The test for this feature is missing.

A scenario test could do the following:
1.) deploy a vm
2.) load the watchdog driver
3.) trigger the watchdog
4.) check whether the vm restarts

Prerequisites: An image with a.) the watchdog device configured to restart the vm and b.) the necessary drivers installed.

This is not a bug. Feel free to submit any additional test that you can think of, no need to open a bug report to contribute new tests :)

Also remember that to accept a new Tempest test, the test must be able to run in the common openstack CI infra.

My soon to be proposed tests run fine against a Devstack instance.
Are there any other criteria of acceptance?
