Unnecessary testing resources created when listing tests with tenant isolation

Bug Description

When running the command:

testr list-tests

and the tempest.conf 'auth' option allow_tenant_isolation is set to true, a tenant and a user is created. If create_isolated_networks is also set to true, a network, subnet, and router will be created as well. These test resources are cleaned up before test listing returns, but are not needed when listing tests.

The culprit is suspected to be a test that uses api queries in order to create a test matrix.

Can you, please, provide more steps by which this bug can be reproducible? I don't see a point why/how would be listing of tests interconnected to creating resources. How did you find out new resources were created during the execution of the command?
