Bug Description

I currently have a Keystone stand-alone deployment that I would like to test against the Tempest API Identity V3.

I have the following defined in my Tempest configuration:
http://cdn.pasteraw.com/5hk15l7qmkkdpxbbyq6080mzf9de189

When I try to run tempest, I get the following IndexError - http://cdn.pasteraw.com/ahfbgqaenpoa0sdh0pyec89vu5ugnaj

It looks like Tempest is having an issue finding the service catalog, however I'm unable to recreate this manually since I can authenticate with the user credentials provided in the config and I receive a proper service catalog.

For reference, I'm attempting to model the configuration in the devstack v3-only jobs:

I cannot reproduce this issue.

This can happen if you have empty endpoint list. Are you sure you have enough endpoints in keystone.

What all endpoints keystone returns (from python client etc)?

There was not activity over 1 year, and we didn't face this issue on the gate.
So it is nice to drop this from our queue at this time.
