Bug Description
Currently scenario tests do not include general customer deploy neutron network topology.
proposed to add test_deployments.py to validate underline Openstack neutron implementation can support basic customer network topologies.
1. flat network - L2
provider network and tenant users
2. private tenant network
1 tenant (primary)
2 tenants (primary and alt)
3. provider router with private tenant networks.
