No option to create a network with shared parameter in method _create_network

This method:

def _create_network(self, client=None, tenant_id=None,
                        namestart='network-smoke-'):

can be enhanced with shared flag, so if admin credentials are provided,
it will be possible to create shared networks.

This looks Invalid to me. The method in question has changed a bit and review has been abandoned a while ago.
