set_network_resources is not credential type specific

Bug Description

set_network_resources is done at class level, and it applies to all credentials - it is not possible to allocate network resources for a subset of the credentials used by a tests.

This is still true. We plan to switch credentials and network provisioning / allocation to some kind of fixture (either class level fixtures or test resources), and this should be addressed in the transition. Assigning to myself.
