Bug Description

There are cases when changing the port admin state doesn't work.
For example when using a port with vnic_type 'direct' of 'macvtap' - not all the vendors support it.
It should be skipped when this is the case.

    Adding the ability to skip test_update_instance_port_admin_state
    when this operation is not supported by the test environment.
