Bug Description

As part of the test_network_basic_ops there is a check for network internal connectivity,
this check verifies that all the network entities (e.g - Gateway, DHCP) belong to the network are responding to echo request (ping) from a server on same network.
Since there is no requirement for DHCP server to reply to echo requests, it might lead to false negatives.

in the case of an environment set-up with dynamic routing (eg neutron-dynamic-routing publishing routes for each fIP), each fIP is published as a /32 route, so there is no gateway on the external network. It would be more relevant to let the user provide an IP (eg: to a DNS server outside the stack) and to ping that instead of the non existing gateway.
