There are orchestration API tests running in the heat-slow job

tempest.api.orchestration.stacks.test_nova_keypair_resources
This test doesn't boot any servers (not even cirros) so it can be a standard gate test

tempest.api.orchestration.stacks.test_neutron_resources
This test can be modified to boot cirros instead of fedora without any loss in test coverage. The existing usage of cfn-signal can be replaced with a curl call. This test can then be run in the standard gate.
