No python-savannaclient in requirements for savanna cli tests

Commit with Savanna cli tests was merged: https://review.openstack.org/#/c/68151/

But there is no python-savannaclient in requirements.txt for tempest. So it won't be installed on new installation and savanna cli tests will fail due to absence of client.
