Add scenario tests for live migration in tempest

Bug Description

This bug aims at adding scenario tests for live migration in tempest. The following scenarios are considered to begin with,

1. Verify network connectivity to the VM during live migration
2. Verify migration of VMs with cinder volumes attached to it
3. Verify migration of VM with data on root and ephemeral disk

Discussed about the bug in the openstack QA meeting today. Sean Daque clarified that we dont have multi node deployment yet, it would not be possible to validate the tests we develop. We may have to hold the development of these tests until we get a better validation environment for live migration

So this kind of test will definitely be welcomed into tempest, but without having a gating verification mechanism we won't merge it, otherwise it would bitrot very quickly. So I'm marking this as triaged with a wishlist prio.
