Add tests in test_live_migration.py that would verify Migration of VMs in various states

This bug intends to write tests that would check migration of VMs in various states

The states of VM that are planned to be tested are

ACTIVE
RESCUE
SHUTOFF
REBOOT HARD
REBOOT SOFT
REBUILD
ACTIVE, image_pending_upload
SUSPENDED
ACTIVE (locked)
PAUSED

Discussed about the bug in the openstack QA meeting today. Sean Daque clarified that we dont have multi node deployment yet, it would not be possible to validate the tests we develop. We may have to hold the development of these tests until we get a better validation environment for live migration

So these kinds of tests would definitely be welcomed into tempest, but without having a gating verification mechanism we won't merge it, otherwise it would bitrot very quickly. So I'm marking this as triaged with a wishlist prio.

We do have a multi node gate now, and a live migration job as well.
