Add a test in test_live_migration.py for VM deletion during live-migration

As part of https://bugs.launchpad.net/tempest/+bug/1026973, tests were added for live migration. Though these tests are skipped in gate (due to tests running in single node deployment) it will be good to add tests that would stress live migration feature.

This test aims to verify deletion of a VM during live migration. It will be added to compute/api/test_live_migration.py.

Discussed about the bug in the openstack QA meeting today. Sean Daque clarified that we dont have multi node deployment yet, it would not be possible to validate the tests we develop. We may have to hold the development of these tests until we get a better validation environment for live migration

So this kind of test will definitely be welcomed into tempest, but without having a gating verification mechanism we won't merge it, otherwise it would bitrot very quickly. So I'm marking this as triaged with a wishlist prio.

This is 2y+ old but still valid - we do now have a job where this could be tested.
Nithya do you still plan to work on this else we'll mark it as unassigned so someone else can do it.
