Bug Description
lbaas api tests do not contain tests that check that if used fake
pool will not have be:
- created member/vip;
- accosiated health_monitor.
Also it is not checked that pool can not be deleted if there is a vip
created from it.

we aren't adding new negative tests manually at this point.
