I spoke with Eugene over IRC and he confirmed that the load balancing scenario is triggering the failures (https://review.openstack.org/#/c/58697/)

This happens because the test makes an assumption of reachability of instances on private network which does not hold for isolated tests. It seems that at the moment we need to skip this test.
