test_neutron_meter_label_list and test_neutron_meter_label_rule_list do not work in the gate

The tempest tests test_neutron_meter_label_list and test_neutron_meter_label_rule_list don't work in the gate, both return a response code of 1 and the tests fail. This is probably either a devstack config issue, or a test setup issue.

    Add a skip for meter-label cli tests

    This commit just adds a skip decorator for 2 neutron tests that don't
    work in the gate either because of improper test setup or missing
    devstack configuration.

I'm the author of the faulty commit. Not sure why the gates did not fail when I pushed it. Anwyay, I think these tests will work once https://review.openstack.org/#/c/48042/ has been merged. It would be nice if core devstack developers could look at it. I'll re-activate the tests once the patch has been merged.

I think this was related to this bug https://bugs.launchpad.net/python-neutronclient/+bug/1247863 , and it's fixed right now at least when i upgrade neutron client to last version today i have meter-* option which i didn't have when i installed it 1 months ago, so i will suggest to remove skips and retry it in the gate

In fact this was not a Tempest issue. These tests failed because of missing devstack configuration (https://review.openstack.org/#/c/48042/ fixed the issue).
