clear_volumes from tests/volume/base.py doesn't work

Bug Description

tests/volume/base.py provides a number of wrapper utils inlcuding create_volume and clear_volumes

clear_volumes does not seem to work: volumes created using create_volume don't get deleted by the execution of tearDownClass

    Fixes volumes cleanup in base class

    The tearDown method was not cleaning up the environment but failing
    silently because of 'pass' statement
