[dialer-app][Vivid] Unable to make/receive phone call on Mako

Bug Description
Unit: Mako (Nexus 4)
Release: Ubuntu Vivid Vervet r88
Ubuntu Image part: 20150202
Steps to reproduce:
1. Insert SIM card
2. Boot unit
3. Open "Phone" app to make a phone call
Make/receive phone call, send/receive text message are not working.
And at Phone app, it shows "No network".
Tried to flash system image to Utopic r243, all above functions are working.

I can confirm that I am seeing same issue on mako when running vivid (#88)
