Default Ubuntu session shows Empathy with "Available" state

Bug Description
indicator-messages 12.10.3-0ubuntu1, Ubuntu Q
1. Switch to a guest session.
What happens:
* The messaging menu appears. (Previously reported as bug 1046331.)
* The menu title has a green dot on it, and the menu shows your status as "Available".
* Inside the menu, Empathy is shown as running.
What should happen:
* The menu should not appear at all, because no chat applications are running.
This is extremely confusing. Even if you did launch Empathy, the chat status section still should not appear, because you have no chat accounts set up yet. And it definitely shouldn't show non-existent accounts as being "Available".
