Bug Description
The behaviour is reproducible for me (meaning each time I do the above, this results in a crash and I have to delete config file and cache.
I clicked security vulnerability, because this bug can be used for a denial of service attack. Though, I am not a tech person, so your definition on this might differ.

I have the same behaviour on my BQ4.5 using Ubuntu 15.04 (OTA-13) and Telegram version 2.3.62.2 (updated 22.11.2016).
The app was working fine when I used open chats. But now I'm switching to secret chats and this is where the trouble began:
* I received a new message and tried to open it ... Telegram appears for ca. 3-5 seconds, showing the overview of the chat members and then just disappears. No crash message had been created (auto-send-errors enabled) askubuntu. com/questions/ 851094/ how-to- reset-telegram- on-ubuntu- phone which suggested deleting the Telegram config and cache ... IT HELPED!
* Rebooting didn't work
* removing - rebooting - reinstalling - rebooting using the Ubuntu App Store didn't work.

Now I lost all secret chats, but I can use Telegram as I did before.
