Telegram stops receiving and sending messages when network changes

Bug Description

Hi,
it is not unusual for me to see Telegram stop working after some network change. Simple change like switch from cellular to Wifi or the vice versa does not always do the trick as it sometimes work and sometimes now.

But Telegram really hates those little gaps in between connections - like if you leave home and then you have no WiFi signal but your phone is still saying you are connected - so no data flows and when you connect to cellular Telegram simply won't catch up and becomes unusable until you restart it.

Another and at least for me more usual place to encounter this problem is in subway where there is mobile network only available in stations but not in tunnels.

The end result is always the same, although my network works Telegram app ignores everything, that is it doesn't send nor receive any messages. However, notification bubbles for new incoming messages still work which means that service is not affected :/.

This happens also on flaky connections. When i try to send a message, it stucks with the clock icon and is never sent (restarting telegram loose the message).
At least, in the old telegram app thete was a button to fprce resend...
