It is loading forever in contact page if the account without any contacts

Description:
Telegram is loading the contact and the indicator is spinning forever,
if the account with no contacts.

Reproduce Steps:
    a) Launch Telegram with the account without contacts
    b) Select "Contacts" in settings
    c) Observe the Telegram UI

Expected Result:
Need to show hints for instance "No contacts yet." to make users known,
not a loading indicator in this case.

Actual Result:
There is only a loading indicator which is spinning forever.
