To use "Request Call" when logging in without SIM card or in airplane mode

Description:
Telegram shows a button "Request Call" after the timer timeout in sign in page,
no matter the phone is offline or without SIM.

Reproduce Steps:
  a) Launch Telegram without SIM or in offline mode
  b) Log in account
  c) Wait for the timer end in "Sign In" page for entering auth. code
  d) Observe the showing button "Request Call"

Occurrence:
10/10 (100%)

Actual Result:
Telegram shows an available "Request Call".

Expected Result:
    1. Telegram need to check phone connectivity to enable/disable the button
    2. Telegram need to check if the SIM card inserted to enable/disable the button
    3. The function of "Request Call" works well
