Message input filed is disabled when disconnected

Bug Description

Action Taken:
- disconnected any network (Airplane mode)
- switch to any of the exists conversation.

Observed Result:
- when disconnected, the message input field is disabled, the user can not send any messages.

Expected Result:
- the user should be able to input messages while offline, and the app should resend the messages while back online.

I confirmed this,
we need a "Resend" mechanism in Telegram,
current design grays out the text field,
will be in the product backlog for further feature checking/adding.

This behaviour is really unwanted especially when I am writing a message in subway where the signal is only in stations.
It often cuts me off right in the middle of composing the message and when my phone finally connects to cellular in the next station and I can continue writing the message the train is already heading for the next tunnel and so instead of sending the message in the first station it takes me usually more than one to go.
