Bug Description
Steps to reproduce the issue:
1) Have your device offline
2) from your PC, have a telegram conversation with a friend
3) Set the phone to online
What should happen: nothing.
What happens: you receive a telegram notification for the last message written by your friend.
There is also the issue that the notification carries the wrong time (it always looks like the message was just received), so especially if the message consists of a single smiley it's impossible to tell whether the notification was received because of this bug or if a new conversation was indeed started.

Yes, thank you. For Jin's reference:
1) we have to ask Telegram to send us 'messages read' notifications
2) we then clear (by tag) those notifications for which we receive such push notifications
