Bug Description
With the phone in deep sleep, incoming message alerts behave very odd:
Sometimes the alert is very short, like a haptics feedback on a button press. There's no chance one would notice that with the phone in the pocket while walking. On the other hand, sometimes the device vibrates for up to 20 seconds continuously which doesn't really seem to be expected to me either :)
Also, despite the alert volume being turned to maximum, most of the times an incoming telegram message doesn't seem to produce any sound notification at all, just vibrates.
IMO, ideally the vibration would be some pulsing signal. For example making it vibrate three times in a row for something like 500 ms with 300ms breaks in between instead of just once spinning up the vibration.

I have also noticed this strange behaviour. Sonetimes i don't get notifications until I wake the phone and open telegram.
