telegraf charm rev 8 is broken

Bug Description
$ charm show cs:telegraf-8 |grep -i upload
archive-
UploadTime: 2018-01-
Sometime on Jan 22, -8 was pushed to the stable channel of the store, but it is *not* functional. It appears the source was released instead of a built charm artifact. Note rev 8 has no ./wheelhouse or things like ./hooks/install:

I've removed -8 from stable, but it's still available in case anyone wants to take a closer look. I've also built the latest charm source and released -9 to edge. I propose moving this along to stable asap.
