Worker cache never expires

Bug Description

Currently the workers cache will infinitely grow for an engines lifetime (which may be a long time). We should at least expire workers data at a confiurable rate to ensure that this does not happen.

Reason: I'm just going to investigate (likely with zookeeper or tooz or other) how to do this properly and not hack in a quick fix.
