Bug Description
As discussed on IRC with dobey,
It would be nice if we could quickly configure an tarmac instance to operate in *dry-run* mode, i.e, track approved MPs, perform tests on them but skip commit on target branch.
I don't think publishing testing/merging results to the MP is a good idea when in dry-run, but I am easy about it ...
I am looking for (ideally) to a single configuration flag to activate this mode on each monitored project.
