Bug Description
Open e.g. token ring, edit the place and select on of the tokens (it displays the modify button, which it should not). Now change one of the components to .all and the only options you get is to add/remove the token, but now it should be showing the "modify" button (which it does not).

The behaviour is actually correct. The modify is only for the cardinality of the number of the tokens of the given type.
