Bug Description
If you import a PNML file and fail, and there are no other nets open i.e. the window is completely empty (we are in NoNet mode). However, buttons that should not be active in NoNet mode are active (e.g. save as, place, transitions, arc etc. etc.).
These buttons should not be active if PNML import fails.
Note that the buttons do not do anything, so it is not a critical problem.
