Replaces deprecated bridge utils commands

Bug Description

The code uses a bridge utils command to configure bridges, which is deprecated in favor of iproute2.

https://github.com/openstack/tap-as-a-service/blob/master/neutron_taas/services/taas/drivers/linux/ovs_taas.py#L281

We propose replacing this command for its iproute2 equivalent.
