db session errors for list operations

Recent dp api changes (see [1] and [2]) resulted that taas fails with last neutron-lib, example log is in [3].

    Add context for all SQL transactions

    Follow the last efforts to make Neutron compatible with sqlalchemy-20
    (see [1]), and use the necessary context for all SQL transactions.

    Also make tempest job non-voting until [2] merges.
