Packets mirroring stopped after deleting any of tap flow

Bug Description
Scenario:
1.) Created Tap service on IP 10.0.0.5 having port id(5c0956a8-
2.) Created two tap flows with name(tapflw)
3.) Tried to check mirrored packets on instance(10.0.0.5) during ping to 8.8.8.8 from another instance(
4.) Now deleted any of tap flow(not all) but mirroring of packets stopped this time. [Problem]
5.) Again created tap flow but still packets not mirrored.
6.) Deleted all tap flows and then created tap flow again, now packets started mirroring again.
