cli should be a neutron client extension

right now it's a standalone program, "taas".
it should be made a client extension of neutronclient.

Should this be moved to a python-neutronclient bug ?
Because in the end we are implementing in NeutronClient ( or it can be added as an affected project)

    Re-implement TaaS CLI as a NeutronClient extension

    The following patch introduces the NeutronClient extension
    of tap-as-a-service, thus integrating TAAS with the python-neutronclient.
