Bug Description

Version: 0.3.4-3 (debian/kfreebsd)

tangerine doesn't run as the inotify lib isn't available (i can't even build it on debian testing).

The easiest way to fix this is to build a stub lib which returns -1 in the init function (no other functions need apparently).

The attached patch can probably be done in a better way, but it is at least easy to understand :)
