Bug Description

When execute heal after scale out using the resource in Kubernetes or helm, the number of pods restores to the number before scale out.
It does not match the following specification.

When instantiating CNF during the heal operation, change the number of replicas by reading “InstantiatedVnfInfo.scale_status” stored after the scaling operation.
