Bug Description
Different VNF packages have different VNFD IDs beacause VNFD ID is globally unique.
Therefore operators cannot onboard multiple packages with same VNFD ID, in the current Tacker implementation,
However, different tenants cannot use the same VNF package with this implementation.
While Tacker does not allow duplication of VNFD IDs within a single tenant, duplication of VNFD IDs among different tenants should be allowed.
