Zuul fails due to "octavia_create_network_interface_device" function is not define

I confirmed that the Devstack including Kuryr-kubernetes and Octavia fails. Also the functional test of `tacker-functional-devstack-multinode-sol-kubernetes` fails for the same reason.

This bug is fixed in [1]. It seems "Closes-Bug:" doesn't work.
