Bug Description

in patch https://review.opendev.org/c/openstack/tacker/+/768091, we added tacker.vnflcm.vnflcm_drivers = tacker.vnflcm.vnflcm_drivers:config_opts, however vnflcm_driver is wrongly added as vnflcm_drivers.

Also in https://opendev.org/openstack/tacker/src/branch/master/etc/config-generator.conf
namespace = tacker.vnflcm.vnflcm_driver
is missing to add.
