tacker-server 2.0.0 (train) fails with python3

Bug Description

The error is "TypeError: Object of type 'bytes' is not JSON serializable" which sounds like typical py2/3 incompat. Error log is attached.

Tacker version is 2.0.0 (the only Train release).

Python is 3.6 (on CentOS 8)

Hi Radosław Piliszek,

I think this bug will be fixed by the existing patch.
So try one of the following:
* Apply Patch-696227(https://review.opendev.org/#/c/696227/) to stable/train
* Install stable/ussuri

If that doesn't work, please report again.

    Fix bug that causes InternalServerError in FT

    This patch fixes a bug that caused many functinal-tests
    to fail with the following error:
    - tackerclient.common.exceptions.InternalServerError

    The bug occurs because the password is converted to bytes
    type when decrypting the password of vim_auth with python3.
