Bug Description

I am using openstack Ocata version and installed tacker Ocata version. I can launch some basic VNFs. I got heat-translator errors when I am trying to launch tosca-vnfd-scale.yaml and tosca-placement-policy-anti-affinity.yaml,

For tosca-placement-policy-anti-affinity.yaml, I got this error: error: Failed to create VNF: heat-translator failed: - Type "tosca.policies.tacker.Placement" is valid TOSCA type but translation support is not yet available.

For tosca-vnfd-scale.yaml, I got this error: Error: Failed to create VNF: heat-translator failed: - argument of type 'NoneType' is not iterable.

I also tried Queens but I got the same errors.
