Tacker logs not generating

Bug Description

Deployed fresh devstack setup. But there were no Tacker logs in journalctl.

ubuntu@openstack-nti-2:~$ journalctl -f --unit <email address hidden>

After that restarted service multiple time and also set log dir path in tacker.conf, but still no logs.

    Revert "Add log file to tacker-server systemctl daemon script"

    Due this patch there are some issue with logging:

    1: No Tacker logs generating on gate.
    2: No logs in journalctl
    3: unable to set log location with config file.

    So here reverting this patch.
