vnffgd-create cannot load the 'description'

There some of the problems in the report:
- create_vnffgd function cannot load the description of TOSCA yaml file.
- there is a redundant description line (under topology_template) that not follow at https://docs.openstack.org/tacker/latest/contributor/vnffgd_template_description.html

I cannot see where the http://docs.oasis-open.org/tosca/tosca-nfv/v1.0/tosca-nfv-v1.0.html says the description must not under topology_template?

I search the TOSCA template in other projects also, but there is no 'description' line under the topology_template for VNFFGD too.
