Tacker failure because of changed Barbican API

Bug Description

Barbican API recently changed. Currently, Barbican used 'key-manager' instead of port 9311 in Barbican endpoint [1]. That made Tacker function test failed.

    Fix the way to get barbican base url

    urllib parser join will remove last part of
    barbican endpoint, so use string concatenation
    directly.
