Decouping vnfm with nfvo

We may use Tacker server with individual nfvo or vnfm service plugin loaded, and a third-party vnfm or nfvo.
So we need decouple nfvo with vnfm.

I cannot imagine what the target third-party vnfm or nfvo interface looks like.

we have independent vnfm API, and other software can use it.
but tacker nfvo cannot use third party's vnfm now. the solution may be to add a third party vnfm infra driver.
